  1. The 6th, 7th, 8th place teams from the Eerste Divisie and the winner of the second period title enter in the 1st round
  2. The 16th and 17th place teams from the Eredivisie enter in the 2nd round along with the 2nd, 3rd, 4th and 5th place teams from the Eerste Divisie

They are split into 2 groups.

Both RKC Waalwijk and NEC Nijmegen failed to win the play-offs and were relegated. Excelsior and FC Dordrecht were promoted to the Eredivisie for 2014-15 season.
